a fine of 100 dollars, for the second offence to a fine of 250 dollars, and for every subsequent offence to a fine of 500 dollars, the said penalties respectively to be recovered in a summary

manner before any

Magistrate of Police and in default of any of

the said penalties being duly paid after conviction, the same shall be levied on the offender's goods and chattels by distress, and in

default of sufficient distress, every such offender shall be liable to imprisonment for the said first offence for two months
